The Brackets
The large bracket is the main bracket, which accommodate up to two 70mm fans. There are many mounting holes, which gives you great flexibility in arranging the location of the fans.
There are also two smaller fan brackets, each of which hold a single 70mm fan. They are mounted along the sides of the main bracket.

You can choose to mount the fan in three different directions. This is probably why Jetart named it the 3D Slot Fan. It literally allows you to blow air in three dimensions.

Interestingly, the main bracket is not installed into the PCI slot. Instead, tabs on the main bracket support it by gripping the sides of the PCI slot.
The Small Fan Brackets
You can mount one fan each on these smaller brackets, which are then mounted on the main bracket.

The slots at the top allow you to adjust the position of the fan bracket when you install it onto the main bracket.
The LED Fans
Jetart provided three 70 mm low profile fans in the package. They come with blue LED lighting which will look great in modded cases.
According to Jetart, they have a power output of 3.84W each, but no information on their noise level was provided. From what we can see, the noise level should be acceptable to most users, except those who demand silence. If you are used to the noise level of 80mm case fans, then these LED fans should not be a problem for you.
