This BIOS feature controls the I/O buffers for the SMBus. The number of buffers are chipset-specific and will vary from motherboard to motherboard.
Generally, this BIOS feature should be left at default value. It should only be modified for troubleshooting purposes, or to correct problems with the SMBus. For example, you may need to modify the value if the BIOS cannot read the SPD values of your memory modules and the PC cannot boot properly.
There's no rule of the thumb when it comes to this BIOS feature. Just increase or reduce the number of buffers until the problem is resolved.
