This is a DOS-specific BIOS setting. It determines where the USB driver for DOS should be loaded in memory. If you disabled USB Legacy Support (or a similar BIOS option), then this BIOS option has no effect.
When set to Shadow, the BIOS will keep the USB driver in shadow memory, a reserved area of system memory above the first 640 KB which stores a copy of the BIOS for quicker access.
When set to Base Memory (640K), the BIOS will load the USB driver into the first 640 KB region of system memory.
If you are using a newer operating system like Windows 7 or Windows 98, it doesn't matter what you set this BIOS option to, because the operating system will load its own USB driver.
If you are using a DOS operating system, you should keep this BIOS option at its default value of Shadow, as this loads the USB driver into shadow memory, saving you memory in the precious first 640 KB region of system memory.
